"Hat" is a character costume in the StrikeForce Kitty series, based on Monkey D. Luffy from the One Piece manga and anime franchise.
His nickname is "Straw Hat Luffy" in the franchise.

Wearing the cosplay gives the kitten the ability to use a special attack, called an uppercut, dealing 26 damage to a single opponent.
