"Blue-chan" is a character costume in the StrikeForce Kitty series, based on Sailor Mercury (Ami Mizuno) from the manga and anime franchise Sailor Moon
"Blue" for the hair color, "-chan" (~ちゃん) is a Japanese informal honorific.

The fox cosplaying as "Blue-chan" can be found on level 12 with "Brown-chan" right after you unlock the door halfway through the level. The set can be obtained by defeating the fox multiple times or using lottery tickets.
The set has 3 pieces and consists of: hair and tiara, sailor suit, and lyre. "Blue-chan" does ranged damage and its ability is that all kittens have a health boost of 6 points.
The projectile is a group of musical notes, the other cosplay set attacking with notes being "notZelda", with a different attack animation.

"Blue-chan" is a cosplay in StrikeForce Kitty: Last Stand. It can be obtained by defeating a raccoon wearing the same cosplay. Once successfully obtained, it can be found on one of the pages categorized in "Ranged".

The fox cosplaying as "Blue-chan" can be found on level 12 with "Blonde-chan" near the end of the level, if your kittens entered through a portal. It has 832 health, and deals 136 damage. Completing the set adds points to the TO SEE OBJECTS skill and its active ability.
The cosplay set has the same parts, but a skirt is added to the sailor suit. The cosplayer wearing "Blue-chan" still does ranged damage, now with a harp sound when attacking.
